ALGIERS, — Algeria’s Council of Ministers (Cabinet), at a meeting chaired by President Abdelaziz Bouteflika, has adopted a draft Bill specifying the list of top State and political positions which can be filled only by people of Algerian nationality.

With regard to responsibility and civil positions, the Bill mentions the Speakers of both houses of Parliament, the Chairman of the Constitutional Council, the Prime Minister and the members of the Government, the heads of the Supreme Court and the Council of State, the Governor of the Bank of Algeria, the chiefs of security bodies, and the president of the high independent body for election monitoring, according to a statement issued by the Council of Ministers after Tuesday’s meetingh.

Within the Ministry of National Defence, the Bill lists the main leading and high positions in the People’s National Army. It also states that other leading military positions will be mentioned by presidential decrees.

The bill is based on the Algerian Constitution’s Article 63 which stipulates that Algerian nationality is required for senior State and political positions.
