Army: DR Congo Troops Kill 36 Burundi Rebels in East

KINSHASA Congolese troops killed 36 Burundian rebels in clashes with two armed groups in the east of Democratic Republic of Congo and three soldiers were also killed, the DRC army said Friday.

The Congolese army mounted a series of operations between April 6 and 8 in the eastern province of South Kivu aimed at regaining territory against the Burundian rebel groups National Liberation Forces (FNL) and the Burundian Republican Forces (FOREBU).

“During the three days of combat, 36 of these rebels have been neutralised,” army spokesman Dieudonne Kasereka said.

FNL leader general Aloyse Zabampema was seriously wounded, he said. Several areas formerly under the control of rebels have been recovered by Congolese soldiers, he added.

Reuters was unable to immediately confirm the army report.

The FNL is among several ethnic Hutu rebel groups that rose up to fight Burundi’s Tutsi-led military government in the 1993-2005 civil war. Though it officially disarmed in 2009, pockets of FNL fighters remain active in eastern Congo.

Millions were killed in the civil war in Congo between 1998-2003, when foreign armies and allied rebel groups clashed over territory and mineral concessions, mostly in the east.

Congo’s President Felix Tshisekedi, who took office in January, has pledged to address the militia violence that persists in the region.

UN Ponders Lessons of Rwandan Genocide

UNITED NATIONS This month, Rwanda marks 25 years since more than 800,000 mostly ethnic Tutsis and moderate Hutus were massacred in a vicious, three-month killing spree by extremist Hutus, following the downing of the president’s airplane. At the United Nations, the international community paused Friday to commemorate the genocide and pay tribute to both the dead and the survivors.

Rwandan President Paul Kagame and U.N. Secretary-General Antonio Guterres, along with two survivors, lit candles in the General Assembly hall. The U.N. chief said there were lessons to be learned from that dark moment in history.

‘Dangerous trends’

“We must take a hard look at the present,” he said. “As we renew our resolve to prevent such atrocities from ever happening again, we are seeing dangerous trends of rising xenophobia, racism and intolerance in many parts of the world. Particularly troubling is the current widespread proliferation of hate speech and incitement to violence.”

During the 1994 genocide, massacres were often preceded by hate-filled speeches or radio broadcasts inciting violence.

Kagame said the act of remembrance also was an act of prevention.

“When genocide is dormant, it takes the form of denial and trivialization,” he said. “Denial is an ideological foundation of genocide. Countering denial is essential for breaking the cycle and preventing any recurrence.”

Revisionist efforts

He said efforts to rewrite the history of the genocide are “relentless” and increasingly mainstream.

The genocide is a stain on the history of the United Nations, which failed to act when warned it was imminent and pulled back peacekeepers as the situation escalated.

But the main message of Friday’s commemoration was reconciliation and resilience.

Marcel Uwineza lost his father, two brothers, a sister and other relatives in the violence. He barely survived himself. Today he is a Jesuit Catholic priest.

“Later, I met the killer of my two brothers and sister,” he said. “When I saw him I thought he was coming to kill me. As if in a movie, he knelt before me and asked [me] to forgive him. … I took him, embraced him, and when finally I said, ‘I forgive you,’ I felt free.”

A society reborn

Survivor Esther Mujawayo-Keiner said Rwandan society had to be reconstructed after the genocide because it had been broken.

And Rwandans have succeeded. Today, the country has one of the fastest-growing economies in central Africa, it is a regional leader in environmental sustainability, and more than 60% of its parliament seats are occupied by women.

Perhaps most significantly, no one is identified as Tutsi or a Hutu � they are all simply Rwandan.

With Bouteflika Gone, Protesters in Algeria Demand More Change

ALGIERS Hundreds of thousands of protesters demanding the departure of Algeria’s ruling elite rallied in the North African nation’s capital on Friday and police reported nearly 200 arrests after clashes that left more than 80 officers injured.

Police in anti-riot gear fired tear gas to disperse a crowd of several hundred youths in the city center, witnesses said, after an otherwise largely peaceful march joined by families throughout the day.

Police arrested 180 people after clashes with “infiltrators” among the demonstrators who injured 83 policemen, a police statement said.

President Abdelaziz Bouteflika stepped down after 20 years in power 10 days ago, bowing to pressure from the army and weeks of demonstrations mainly by young people seeking change in the country.

But the protests, which began on Feb. 22 and have been largely peaceful, have continued as many want the removal of an elite that has governed Algeria since independence from France in 1962 and the prosecution of people they see as corrupt.

Bouteflika has been replaced by Abdelkader Bensalah, head of the upper house of parliament, as interim president for 90 days until a presidential election on July 4.

“No to Bensalah,” the protesters chanted on Friday.

Reuters correspondents at the scene estimated the crowd size at hundreds of thousands of people as on previous Fridays, although there was no official count.

“We want the prosecution of all corrupt people” and “no to the gang”, said banners held up by the protesters. Many waved Algeria’s white, green and red crescent moon flag.

“We came out today to say that Bensalah’s position is unconstitutional,” one of the protesters, who gave his name as Nawal, told Reuters.

“We do not deserve military rule. We deserve a democratic and free Algeria,” he added.

Ali Badji, a 52-year-old grocer holding his son on his shoulders, said: “We are still sticking to our demands. We want a radical change.”

State television said similar protests took places in most cities.

Police in a statement said they had arrested members of an unspecified “terrorist group” and also some foreigners who had planned to incite protesters to violence. The statement gave no details.

More than one in four people under the age of 30 are unemployed � one of the central grievances of protesters who want the economy liberalized and diversified to reduce its reliance on its oil and gas production.

On Wednesday, Algeria’s army chief, Lieutenant-General Ahmed Gaed Salah, said he expected to see members of the ruling elite close to Bouteflika, who he called a “gang, prosecuted forcorruption and said he would support a transition toward elections.

The army initially monitored the unrest from the sidelines. Then Salah intervened, declaring Bouteflika � rarely seen in public since suffering a stroke in 2013 � unfit to rule.
